The Principal Contractor under CDM 2015, appointed by the Client as early as possible, has control over the construction phase of a project involving more than one contractor, including sub-contractors. The key duties are planning, managing, monitoring and co-ordinating the entire construction phase, whilst taking account of the health and safety risks to everyone affected by the work (including members of the public).

More specifically, these duties include:

  • Sharing with the Principal Designer any information relevant to the planning, management, monitoring and co-ordination of the pre-construction phase.
  • Liaising with the Client and Principal Designer for the duration of the project to ensure that all risks are effectively managed.
  • Preparing and implementing a Construction Phase Plan as well as reviewing, updating and revising it to ensure it remains fit for purpose.
  • Having ongoing arrangements in place for the management of health and safety throughout the construction phase. These involve site inductions, welfare facilities, prevention of unauthorised access to the site, as well as consultation and engagement with workers about their health, safety and welfare.
